Building and remodeling in Medford
Medford is part of our main service area, along with Ashland and Talent. We handle the permits and any planning review with the city, so nothing is required of you there.

Permits
Medford Building Safety is at the Lausmann Annex, 200 South Ivy Street, 541-774-2350, Monday to Friday, 8 am to 5 pm. Medford Planning, in the same building, handles zoning and ADUs: 541-774-2380 (city website, October 2026).
- Medford reviews plans quickly. Its average first review of a residential permit was 2.83 days in April to June 2025, against Oregon’s 10-day standard.
- Plan review is 65% of the building permit fee, plus a 12% state surcharge. Single-family, ADU and duplex permits carry a $400 planning surcharge. These are from the city’s fee schedule effective August 1, 2025, the newest posted.
Permit fees are part of our construction price.
System development charges
New homes and ADUs pay one-time charges for streets, sewer, storm drains, parks and water. For a new home in the city sewer area, outside the Southeast Plan Area, with a new standard water meter, they total about $16,600. An ADU in the same area pays about $9,400, plus storm and water if they apply. These use the city charges effective July 1, 2026, the parks charges effective July 15, 2024, and Medford Water’s charges effective September 1, 2026.
Medford also charges an affordable housing construction excise tax of one third of 1% of the permit valuation.
ADUs and middle housing
Medford has about 90,000 people, which makes it a large city under Oregon law. It must allow ADUs and every type of middle housing on residential lots: duplexes, triplexes, quadplexes, cottage clusters and townhouses. State rules cap the parking a city can require for these. We confirm Medford’s current parking code for each lot.
Our ADU cost guide covers what an ADU costs to build.
Wildfire
Medford was not on the state’s list of places that have adopted Oregon’s wildfire building code (ORSC R327) as of October 2026. Since the statewide wildfire map was repealed in 2025, each city decides whether those rules apply.
