Building and remodeling in Talent
Talent is part of our main service area, along with Ashland and Medford. We rebuilt seven Talent homes lost in the 2020 Almeda Fire. We handle the permits and any planning review, so nothing is required of you at the city.

Permits
The City of Talent Building and Planning office is at 110 East Main Street, 541-535-7401. Office hours are Monday to Thursday, 8:30 am to 4:30 pm, and Friday, 8:30 am to 1 pm. The permit counter is open 10 am to noon, Monday to Friday. Permits are filed through Oregon ePermitting (city website, October 2026).
Homes outside Talent’s city limits get their permits from Jackson County instead.
- Plan review is 65% of the building permit fee, plus a 12% state surcharge and a Community Development Fee of 1.95% of the construction value.
- The building fee table posted on the city’s site is dated December 19, 2013. We confirm current fees with the city for each job.
Permit fees are part of our construction price.
System development charges
A new home in Talent pays about $19,200 in one-time charges for water, parks, transportation, storm drains and sewer (city charges effective July 1, 2026, and Rogue Valley Sewer Services charges effective the same day). The city’s schedule lists no separate ADU rate, so we ask the city for each ADU.
ADUs and duplexes
Talent has about 6,700 people. Under Oregon law it must allow an ADU with each house on lots zoned for single-family homes, and a duplex on every residential lot. The city cannot require you to live on the property or add parking for an ADU, except for a vacation rental. Our ADU cost guide covers what an ADU costs to build.
Trees
Talent has four types of tree removal permit, from no charge to $375, and a permit filed after a tree is cut costs double (fees effective July 1, 2026). We check which applies before any tree comes down.
Wildfire
Talent was not on the state’s list of places that have adopted Oregon’s wildfire building code (ORSC R327) as of October 2026.
